Searches for a Gilgit-Baltistan electricity bill often end up on sites built for LESCO or PESCO, which cannot help, because GB is not served by any of the distribution companies. Power in the region comes from the Water and Power Department of the Gilgit-Baltistan government, which generates much of it from its own hydropower stations and bills consumers directly. The department runs its own e-billing portal, and this guide covers how to use it and what to expect on the bill.

The department's e-billing site is billing.wpdgb.gov.pk. As of October 2026 its front page is headed Print your Bill Online and carries a Print Bill option alongside a Consumer Login, with the warning to double check your consumer number and name before paying. The same page lists services for applying for a new connection, a meter change and a credentials change.
To get the current bill:
- Open the portal and choose Print Bill.
- Enter your consumer number exactly as printed on a previous bill.
- Check that the name shown is yours before you pay or print. A wrong digit can bring up a neighbour's account.
- Print or save the bill. The consumer login, where you have one, is the route to past bills.
The portal is a government site that goes down from time to time. If it does not load, the department's own contact details are below; a third-party site offering to fetch a GB bill is not a safe substitute, because it has no official source to fetch from.
Finding your consumer number
A GB bill carries three different numbers: a consumer number, a meter number and a reference number. The portal wants the consumer number. It is printed on every bill, so an old paper bill is the easiest place to find it; failing that, the connection paperwork or the local sub-division office has it. Do not use the meter number, which identifies the meter rather than the account.
What is different about a GB bill
- The tariff is the department's own. GB is outside NEPRA's uniform tariff, so the slab rates on our tariff page and the monthly adjustments on this month's page do not apply.
- No NEPRA fuel or quarterly adjustment. Those are notified for NEPRA's licensees only.
- Supply is seasonal. Much of GB's generation is run-of-river hydropower, which falls in winter when flows drop, so load management is heavier in the cold months.
- Billing errors are corrected at the department. The department has in the past attributed very large wrong bills to data entry, and told consumers to raise them with the local administration. Keep every bill and the meter reading on the day it was taken.

Paying a GB bill
The portal's instruction to check the consumer number and name before payment points at the usual route: pay through a bank or a mobile wallet against the consumer number, or at the department's offices.
