Why fans, of all things?
Ceiling fans are the quiet giant of Pakistan's summer load. A typical old fan draws far more power than a modern energy-efficient one, and most homes run several fans for most of the day, for months. Replacing them with 5-star rated fans (certified under NEECA's energy-labelling regime) cuts that load sharply, official material puts the saving at up to 70% per fan. Nationally the scheme is meant to shave thousands of megawatts off peak demand; for your household, it simply means fewer units on the bill.
How the on-bill installments work
The clever part of the scheme is the payment method, known as on-bill financing:
- You choose an approved energy-saving fan through the programme.
- Instead of paying the full price at purchase, the cost is split into monthly installments, reported as 6 to 18 months.
- Each installment appears as a line on your monthly electricity bill and is paid along with it, no separate loan, bank visit or due date to track.
Because the saving in units starts immediately, part of each installment is effectively paid for by the electricity the new fan no longer wastes. How to apply on efan.gov.pk
- Open the official portal at efan.gov.pk.

- Confirm your application; the installment plan is then linked to your electricity connection.
The bill must relate to a genuine domestic connection, and the application is tied to your CNIC. Exact eligibility conditions, prices and available models are listed on the portal itself, treat anything you read elsewhere (including exact fees quoted in news coverage) as subject to change.
Watch the numbers on your own bill
Once your new fans are running, the proof is in the units. Check your electricity bill online each month and compare units with the same month last year, a successful swap shows up as a visible drop.
