Your SEPCO bill is published on the government's PITC site at bill.pitc.com.pk/sepcobill. You open it with the 14-digit reference number printed on a paper bill, not the 10-digit consumer ID. If you live in upper Sindh (Sukkur, Larkana, Jacobabad and the districts around them) your company is SEPCO. Most of the rest of Sindh outside Karachi is HESCO.
Is your area SEPCO or HESCO?
This is the first thing to settle, because a SEPCO reference number will not open on the HESCO page, and the other way round.
NEPRA's licensing page lists SEPCO's service area as the districts of Sukkur, Ghotki, Khairpur, Kashmore/Kandhkot, Jacobabad, Shikarpur, Larkana, Kambar/Shahdadkot and Dadu, plus some portions of Jamshoro, Naushehro Feroze, Shaheed Benazirabad and Rahim Yar Khan.
The same page gives HESCO all of Sindh except Karachi and the SEPCO districts above. Karachi is supplied by K-Electric.
| District | Company (per NEPRA) |
|---|---|
| Sukkur, Ghotki, Khairpur | SEPCO |
| Kashmore/Kandhkot, Jacobabad, Shikarpur | SEPCO |
| Larkana, Kambar/Shahdadkot, Dadu | SEPCO |
| Jamshoro, Naushehro Feroze, Shaheed Benazirabad | Split: some parts SEPCO, the rest HESCO |
| Rahim Yar Khan (Punjab) | Some portions SEPCO |
| Rest of Sindh outside Karachi | HESCO |
| Karachi | K-Electric |
If you are in one of the split districts, do not guess from your town. Look at the top of a paper bill. A SEPCO bill reads "SUKKUR ELECTRIC POWER COMPANY". If yours names Hyderabad Electric Supply Company instead, use the HESCO bill checker.
Where to check your SEPCO bill
The official bill is served by PITC, the government body that hosts the bills of the ex-WAPDA distribution companies. SEPCO's bills sit under the path bill.pitc.com.pk/sepcobill.
Once you enter your number, the page that opens has the reference number in the address, in the form /sepcobill/general?refno= followed by the 14 digits. If the site you are on shows a different address, or asks for payment details, personal details or an app download before showing the bill, you are not on the official page.
You can also reach the bill through our SEPCO bill check page, which takes the same reference number.
Which number to enter
A SEPCO bill carries two identifying numbers, and they are easy to mix up.
- REFERENCE NO: 14 digits, printed in groups, for example 14 XXXXX XXXXXXX.
- CONSUMER ID: 10 digits, printed close by.
The PITC page opens the bill with the reference number. We have not confirmed whether it also accepts the consumer ID, so use the 14-digit reference number. If you only have the consumer ID, check the live page yourself rather than assuming it will work. Our guide on finding the reference number on a bill shows where it usually sits.
Step by step
- Take any recent paper SEPCO bill and find the 14-digit REFERENCE NO. It is printed next to the 10-digit CONSUMER ID.
- Go to PITC's SEPCO path, bill.pitc.com.pk/sepcobill, and type the reference number without spaces.
- Submit. The bill opens at an address ending /sepcobill/general?refno= and your 14 digits.
- Check the header and your division and sub-division (see the next section).
- Print or save the page if you need a copy for payment or a complaint.
If you get an error, the usual cause is a mistyped digit or the consumer ID typed in place of the reference number.
How to tell it is the real SEPCO bill
A genuine SEPCO web bill has a few fixed details you can check in seconds:
- The header reads "SUKKUR ELECTRIC POWER COMPANY".
- The GST number shown is 29-00-3801-689-10.
- It shows the website www.sepco.com.pk and the motto "YOUR BETTER SERVICE - OUR PRIDE".
- The division, sub-division and feeder name match where you actually live.
If the division and sub-division look wrong, you may have opened someone else's bill through a single wrong digit. Recheck the number before paying.
Reading the main fields
The top part of a SEPCO bill identifies the connection. Alongside the reference number and consumer ID you will find:
- Tariff code: the category your connection is billed under.
- Sanctioned load: the load approved for your connection.
- Division, sub-division and feeder name: the office and line that serve you.
- Connection date, bill month, reading date, issue date and due date.
The charges are split into two boxes.
| Box | What it contains |
|---|---|
| SEPCO CHARGES | Cost of electricity, meter rent or fixed charges, fuel price adjustment, F.C. surcharge, quarterly tariff adjustment |
| GOVT CHARGES | Electricity duty, TV fee, GST, income tax, extra tax, further tax |
The split matters when you query a bill. Anything in the SEPCO box comes from the units billed and NEPRA's notified adjustments. The government box holds duties and taxes collected through the bill. When a bill jumps, compare the units first, then the fuel price adjustment line, then the taxes.
The fuel charge on your October 2026 bill
As of October 2026, SEPCO bills carry a fuel cost adjustment for August 2026 consumption.
NEPRA notified it on 7 October 2026 at Rs 1.1086 per unit, reported as Rs 1.11. The power purchaser, CPPA, had asked for Rs 1.73. NEPRA worked out the actual fuel cost for August at Rs 8.2084 per unit rather than the Rs 8.8265 CPPA claimed, against a reference fuel cost of Rs 7.10. The total impact across all consumers is about Rs 16 billion.
Does it apply to you?
It applies to all consumer categories of the ex-WAPDA companies, which includes SEPCO, and to K-Electric. It also applies to units under the Incremental Consumption Package. The exceptions are:
- lifeline consumers
- electric vehicle charging stations
- prepaid consumers who have opted for prepaid tariffs
How it is worked out
The charge is calculated on the units consumed and billed in August, not October, and it must be shown separately on the bill. You will find it under "SEPCO CHARGES" as the fuel price adjustment. As a rough example, 200 units billed in August works out to about Rs 222 before any tax.
If it is not on your October bill
That does not mean it was dropped. If your October bill was issued before the notification, the additional amount may be recovered in the following billing month. Check your November bill for it.
For how this month's charge sits alongside the quarterly adjustment, see our explainer on the October 2026 FCA and QTA. Reported figures for the next bill are discussed in our post on the November 2026 fuel charge; confirm any figure against your own bill.
Where to complain
The complaint line printed on a SEPCO bill is:
- Call 118
- SMS 8118
Those are the only SEPCO contact numbers we have from an official source. Third-party "SEPCO bill" websites list various landline numbers, such as 071-3310901 and 071-5630055, and they contradict each other. None of them comes from SEPCO or NEPRA, so treat them with caution and use 118 or 8118.
If you believe the bill itself is wrong, such as wrong units, a wrong reading date or a charge you are excluded from, put it in writing to your sub-division office as well. You can use our complaint letter template, in English or Urdu, and attach a printout of the PITC bill.
About SEPCO
A few basic facts help when other sites disagree.
- Full name: Sukkur Electric Power Company, one of the ex-WAPDA distribution companies.
- Licence: NEPRA distribution licence no. 21/DL/2011.
- Size: In a letter to NEPRA dated 17 May 2025, SEPCO described itself as supplying almost 0.83 million consumers in 10 districts. Figures such as "3 million+" on unofficial sites do not match this.
- Structure: SEPCO's tariff petition filed in October 2025 says its network has three operation circles, two of which are Sukkur and Larkana.
In May 2025 SEPCO also applied to NEPRA to modify its licence to that of a "Distribution Network Operator" and extend it for 20 years. We have not confirmed the outcome, so check NEPRA's site if this matters to you.
What to do next
- Look at the top of a paper bill to confirm it says SUKKUR ELECTRIC POWER COMPANY, especially if you live in Jamshoro, Naushehro Feroze, Shaheed Benazirabad or Rahim Yar Khan.
- Note the 14-digit reference number and open your bill on PITC's SEPCO page or our SEPCO bill check page.
- Check the GST number, division and sub-division before paying.
- Find the fuel price adjustment under SEPCO CHARGES. If it is missing from October, expect it on November's bill.
- If something looks wrong, call 118 or SMS 8118 and send a written complaint to your sub-division.
