A smart meter in Pakistan, officially an AMI meter, does not raise your tariff. It records the same units as your old meter, and NEPRA still sets the rate you pay per unit. What changes is how the reading is taken: automatically and remotely, instead of a meter reader walking to your pole. So if your bill rises after installation, the usual reason is that your actual consumption is finally being measured in full, not that a new charge has appeared. This guide covers what the 2026 rollout means for your bill, who pays for the meter, and exactly what to do if your first smart meter bill looks wrong.
What is an AMI smart meter in Pakistan?
AMI stands for Advanced Metering Infrastructure. It is not simply a new box on the wall. It is a meter with a built-in communication module, plus the network and software your distribution company uses to collect the readings.
Your old meter, whether the spinning-disc type or a digital static meter, has to be read by a person. That person has to reach it, see the display and record the number. Locked gates, dusty covers and rushed rounds are exactly why estimated readings happen.
An AMI meter sends its reading to the DISCO on a schedule. No visit, no photograph, no estimate.

The last row is the one that matters most. Swapping the meter does not move you to a different rate.
Will a smart meter increase my electricity bill?
Not by itself. Your bill is the units you consumed multiplied by the tariff for your slab, plus fuel price adjustment, quarterly adjustments, electricity duty, GST and the PTV licence fee.
Every one of those is set by NEPRA or by government notification. Not one of them is decided by the meter on your wall. For the rates that apply to you this month, read the tariff panel printed on your own bill rather than any figure copied from a website, because they change month to month.
There are three honest reasons a bill can look higher right after a meter change.
First, an old meter that was running slow or had stopped was under-recording. Once it is replaced you start paying for what you actually use, and that feels like an increase even though nothing about your household has changed.
Second, the changeover bill may cover a different number of days than usual. A billing period of 34 days instead of 29 pushes more units into a higher slab. Check the reading dates printed on the bill before assuming an error.

Which areas are getting smart meters in 2026?
The rollout is national in intent and uneven in practice.
On 31 July 2026 the Prime Minister ordered a comprehensive technical audit of DISCO billing systems and called countrywide smart meter installation essential to reform. Reporting on that meeting put the plan at 16.2 million single-phase AMI meters across the Multan, Lahore, Peshawar, Hazara and Quetta regions, which covers MEPCO, LESCO, PESCO, HAZECO and QESCO consumers.
Earlier reporting in April 2026 described a wider target of 10 million single-phase connections across all distribution companies, with the International Finance Corporation engaged as transaction advisor to attract private investors. Under that plan new connections are to be issued smart meters, and existing three-phase commercial and industrial meters are to be converted by set deadlines. NEPRA has also authorised DISCOs to replace faulty meters with smart meters.
At company level, progress varies a great deal. LESCO announced a first phase of 1,000 single-phase AMI meters for August 2026, aimed at 8,342 conventional meters at Punjab government facilities. Separately, news reports in July described LESCO also procuring large quantities of ordinary static meters. Treat any "your area is next" message with caution unless it comes from your DISCO directly.
Who pays for the smart meter?
For an existing connection being switched under a DISCO programme, the meter is installed by the distribution company. News reports state the power ministry reduced smart meter prices by around 40 per cent as part of the wider plan.
If a meter or installation charge does appear on your bill, do not simply pay it. Ask your DISCO's customer services office in writing for the basis of the charge, and keep a stamped copy of your application. A charge nobody will explain in writing is a charge worth disputing.
New connections are a separate matter. A new meter has always involved a demand notice with its own costs, and those are quoted by the DISCO when your application is processed.
What to do if your first smart meter bill looks wrong
- Walk to the meter and note the reading on the display right now, with the date.
- Open your bill and find the present reading and the reading dates. On a changeover bill the figures restart from the new meter's opening reading, so check that the old meter's final reading and the new meter's opening reading both appear.
- From the next bill onward, the meter on your wall should show the same figure as the bill's present reading or slightly higher, never lower.
- Count the days billed and compare them with your previous three bills. A stretched cycle explains a lot of "sudden" increases.

- Submit a written complaint to your SDO or XEN with the meter photograph, the reading and the date, and ask for meter checking if the figures do not reconcile.
- If nothing moves, escalate. The national power complaint helpline is 118, and the regulator is NEPRA at nepra.org.pk.

Check your bill after the meter change
The fastest way to catch a bad changeover bill is to look at it the day it is issued, not the day it is due. Keep your 14-digit reference number handy, because it does not change when the meter does.
