Winter Electricity Package 2026-27: Is There a Discount This Year?

10 October 2026·7 min read

As of 10 October 2026, the government has not announced a discount on extra winter units for 2026-27. For now, if you run heaters and use more electricity this winter, those units will be billed at the normal notified rates. The last two winters did have packages. Knowing how they worked tells you what to look for if a new one is announced, and this page will be updated if that happens.

Is a winter package running this year?

No. As of 10 October 2026 there has been no announcement of a package for winter 2026-27. It has not been announced, approved or rejected. Nothing has been published either way.

That also means there is no official 2026-27 rate, benchmark, start date or eligibility rule. If you see any of these quoted for this winter on social media or in a forwarded message, treat it with caution until it appears on the Power Division or NEPRA websites, or on your distribution company's own notices.

The 2024-25 package was announced on 8 November 2024, a few weeks before it started on December bills. If a package is coming this year, November is the month to watch.

How the 2024-25 Bijli Sahulat package worked

In November 2024 the Power Division announced the "Bijli Sahulat" package. Its aim was to cut electricity rates in the low-demand winter months so that people would use more electricity. It applied to bills from December 2024 to February 2025.

The Economic Coordination Committee (ECC) approved it as a "subsidy-neutral" package, and the IMF was consulted and approved it before the announcement.

Only extra units were cheaper

The package did not make the whole bill cheaper. It discounted only extra units: units you used above a benchmark based on your own past use in the corresponding months of earlier years. Your normal consumption was billed at the usual rates with no discount.

There was also a cap. The discount covered extra use only up to 25% above the benchmark. Anything beyond that was billed at the normal notified tariff again.

In practice, a winter bill under the package had three parts:

  1. Units up to your benchmark: normal rates.
  2. Units above the benchmark, up to 25% more: Rs26.07 per unit.
  3. Units beyond that 25%: normal rates.

The news reports describe the benchmark only as "corresponding months" and "previous years' levels". They do not set out exactly which years were used or how the figure was worked out for each consumer, so check the official notification if a future package uses the same idea.

Who was eligible

The 2024-25 package covered:

  • industrial consumers
  • commercial consumers
  • general services consumers
  • domestic consumers, both Time-of-Use and non-Time-of-Use, using more than 200 units a month

It applied to customers of the government distribution companies (DISCOs) and K-Electric.

The 200-unit line matters. A household using 200 units a month or fewer was not covered by the 2024-25 domestic terms. If you are close to that figure, the protected consumer 200 unit rule explains how the same number affects your normal tariff.

The rates in 2024-25

The flat rate on qualifying extra units was Rs26.07 per unit. Here is how that compared with what was reported for each group at the time.

Consumer group What was reported (Nov 2024)
Domestic Base rates of Rs37.49 to Rs52.07 per unit, against Rs26.07 for extra units
Industrial Saving of 18% to 37%, or Rs5.72 to Rs15.05 per unit
Commercial Rs13.46 to Rs22.71 per unit, as stated by the Prime Minister

The domestic base rates in that table are 2024 figures. They are not today's tariff, so do not use them to work out a current bill.

How the 2025-26 Surplus Power Package worked

The following winter had a scheme called the "Surplus Power Package". It ran from December 2025 to February 2026.

The published report on its results covers only industrial consumers (tariffs B1 to B4) and agricultural consumers. According to that report:

  • the lowest extra-unit rate was Rs22.98 per unit
  • total relief was Rs20.83 billion, including Rs19.6 billion for industry and Rs1.14 billion for agriculture
  • 43% of B1 consumers took it up (98,718 out of 229,282)
  • 34% of agricultural consumers took it up

The uptake figures are worth noticing. Being eligible did not mean every consumer gained; most B1 and agricultural consumers did not end up using the package.

Whether households were included in 2025-26 has not been verified. The report lists results only for industry and agriculture. Do not assume the 2024-25 household terms, Rs26.07 for homes above 200 units, carried over to 2025-26.

Did you have to apply?

The reports on both packages do not say whether consumers had to apply or whether the discount was applied to the bill automatically. If a package is announced this winter, confirm the process with your distribution company or the Power Division before acting on anything you read elsewhere.

Figures that are easy to mix up

Several numbers from past packages circulate in slightly different forms.

  • Rs26.07, not Rs26.7. In his speech in November 2024 the Prime Minister said households would get relief "up to Rs26.7 per unit". The Power Division's rate, approved by the ECC, was Rs26.07.
  • 18-50% and 18-37% are different measures. One report gave discounts of "18-50pc". The 18% to 37% figure refers to industry specifically. They should not be merged into one claim.
  • Rs22.98 belongs to 2025-26. It was the lowest extra-unit rate in the Surplus Power Package. It is not a rate for this winter.
  • The 2024 domestic rates are out of date. Rs37.49 to Rs52.07 described the tariff in November 2024.

Will heaters cost less this winter?

Not unless a package is announced. With nothing in place as of 10 October 2026, every extra unit you use is billed at the normal rate for your slab, plus the adjustments on your bill.

Even under the 2024-25 package, heavy heater use was only partly discounted. The cheaper rate stopped at 25% above your benchmark, and everything after that went back to the full tariff. A household that doubled its winter use would have paid normal rates on most of the increase.

Before you plan around a heater, estimate how many units it will add. The appliance calculator works out monthly units from the appliances you use, so you can see the likely effect on your slab.

What is already on your October bill

While there is no winter relief yet, two charges are adding to bills now.

  • Fuel cost adjustment (FCA): NEPRA set an FCA of Rs1.11 per unit for August 2026, charged on October 2026 bills. Lifeline consumers, EV charging stations and prepaid consumers are excluded.
  • Quarterly adjustment: Re0.5194 per kWh for September, October and November 2026. Lifeline consumers are excluded.

The October 2026 FCA and QTA explainer breaks down how both appear on the bill, and this month's adjustments page tracks the figures month by month.

Watch out for fake package links

There have been no reports so far of a specific fake winter package scheme. Fake subsidy links do circulate in general, though, and a winter package is the kind of news they attach themselves to.

Ignore any message asking you to "register for the winter package" through a link, form or QR code. A real package will be announced by the Power Division, notified through NEPRA or the ECC, and reflected through your distribution company. The guide to fake electricity bill QR codes and subsidy links shows how to tell a genuine source from a copy.

What to do next

  1. Check your current bill and note your units for October. Compare them with the same months last winter on your bill history, since past packages measured extra use against your own earlier consumption.
  2. Estimate how many units a heater would add before you buy or switch one on.
  3. Look for an announcement in November on the Power Division and NEPRA websites, or from your distribution company. This page will be updated if a 2026-27 package is announced.
  4. Do not register anywhere through a forwarded link. If a package is announced, confirm with your distribution company whether you need to do anything at all.

Frequently asked questions

Has the government announced a winter electricity package for 2026-27?
No announcement had been made as of 10 October 2026. There is no published rate, benchmark, start date or eligibility rule for this winter. Check the Power Division and NEPRA websites, especially during November.
Did the 2024-25 package reduce my entire winter bill?
No. Units up to your benchmark were billed at the usual rates. Only units above the benchmark, and only up to 25% above it, were charged at Rs26.07 per unit, and anything past that cap went back to the normal tariff.
Could a household using 200 units or fewer get the 2024-25 discount?
The 2024-25 domestic terms covered households using more than 200 units a month, on both Time-of-Use and non-Time-of-Use meters. Homes at or below 200 units were not within those terms. Industrial, commercial and general services consumers were covered separately.
Were homes included in the 2025-26 Surplus Power Package?
That has not been verified. The published report on the package gives results only for industrial (B1 to B4) and agricultural consumers. Do not assume the earlier Rs26.07 household terms applied in 2025-26.
Do I need to register to get a winter discount?
Reports on the past two packages do not say whether consumers applied or the discount was added to bills automatically. If a package is announced, ask your distribution company directly. Treat any link asking you to register as suspect.
Does the Rs1.11 October FCA apply to every consumer?
No. NEPRA excluded lifeline consumers, EV charging stations and prepaid consumers from the Rs1.11 per unit FCA for August 2026. Lifeline consumers are also excluded from the Re0.5194 per kWh quarterly adjustment for September to November 2026.
